Первые гранты Российского научного фонда будут распределены этим летом, сообщил гендиректор РНФ Александр Хлунов.
"По первому направлению, по малым грантам для небольших научных групп размером до 5 миллионов рублей мы вывесим объявление до 10 февраля, по более крупным грантам — с месячным сдвигом. В середине лета мы завершим заявочную кампанию, у нас появятся первые победители", — сказал Хлунов журналистам.
"Первая очередь" грантов, конкурс на которые будет объявлен 10 февраля, предполагает поддержку малых научных групп — это гранты размером до 5 миллионов рублей сроком до 5 лет.
По словам Хлунова, количество возможных проектов-победителей может составить около 700.
Примерно через месяц стартует конкурс на более крупные гранты — до 20 миллионов рублей — для существующих лабораторий. Здесь может быть выдано 150 грантов. Затем будут запущены конкурсы по созданию новых лабораторий — по 25 миллионов рублей, по созданию временных научных международных коллективов — по 30 миллионов, и до 100 миллионов рублей может быть выделено для поддержки программ научных учреждений, заслуживших это "всей своей жизнью".
Закон о создании Российского научного фонда, который на грантовой основе будет поддерживать исследования и разработки российских ученых, был подписан в ноябре. Фонд также будет осуществлять работы, связанные с проведением инициативных фундаментальных и поисковых исследований научными коллективами, развитием и укреплением кадрового потенциала науки, созданием наукоемкой продукции, развитием экспериментальной базы для проведения научных исследований, а также осуществлять международное научное и научно-техническое сотрудничество в соответствии с законодательством России.
В декабре директором фонда был назначен Хлунов, который ранее занимал должность начальника управления президента по научно-образовательной политике, а до 2010 года был заместителем министра образования и науки.
Согласно проекту бюджета на три года, финансирование фонда в 2014 году составит 11,4 миллиарда рублей, в 2015 — 17,2 миллиарда рублей, в 2016 — 19,1 миллиарда рублей.
