The Center of Energy Resources and Economics (CERE) was established in the wake of the reorganization of the Laboratory of Hydrocarbon Resources and Forecast of Oil and Gas Industry Development, the successor of the Theoretical Bases of Naphthtide Generation, a subdivision successfully maintained by unflagging leadership of academician A.E. Kontorovich for many years.

- Reproduction of the mineral resource base of the Russian oil and gas industry;
- Development strategies for the Russian oil and gas industry: production, processing, consumption, export of hydrocarbons;
- Geological and economic assessment of hydrocarbon reserves and resources;
- Evaluation of the effectiveness of large investment upstream and downstream oil and gas projects;
- Issues in the sustainable development of energy resource regions of Russia;
- The world oil, gas and energy markets development forecasts;
- Analysis of the efficiency of Russian majors and the biggest international oil and gas companies;
- Strategic development outlook for Russian fuel and energy complex.
- National energy policy in the field of subsoil use and management of the state subsoil fund;
The CERE research team is composed of professionals (most of them are candidate ( PhD’s) and doctors of sciences) whose practical experience and disciplinary backgrounds allows solving the whole range of issues under consideration.
The proposed original comprehensive methodology is used for economic evaluation of different-scale hydrocarbon production and processing facilities (IPGG Estimator), and includes tools for market analysis and national and world energy forecasts (IPGG Energy Forecast).
Among the state strategic development programs developed with involvement of the Center of Energy Resources and Economics are: Energy Strategy of Russia for the period up to 2030; The Strategy for Socio-Economic Development of Siberia until 2020; the Strategy for Socio-Economic development of Russia’s Far East and the Baikal region until 2025, etc.
Over the past 5 years, the CERE researchers have published about 200 scientific and practical articles in leading general economic and industry’s science and technology journals in Russia and abroad. They are also members of editorial boards of such journals as "Mineral Resources of Russia. Economics and Management", "Drilling and Oil", "Ecological Bulletin", etc.
The CERE staff together with other IPGG laboratories participate in implementation of projects for the study of geology and evaluation of the raw material base of Western and Eastern Siberia, and on the Russian continental shelf of the Arctic and the Far Eastern seas, etc.
The Center of Energy Resources and Economics is actively engaged in cooperation with Russia’s major oil and gas producing companies: Gazprom, Rosneft, Transneft, Gazprom Neft, etc., both under projects largely involving IPGG, and independently.
The CERE researchers are also involved in teaching activities and have leading positions at the Faculty of Economics at Novosibirsk State University. One of the majors taught by them is Oil and Gas Management, an international master's program.
