Выбор приоритетных направлений научных исследований имеет важное значение для успешного развития и повышения конкурентоспособности научных организаций, университетов и страны в целом и обусловлен необходимостью проведения большего числа исследований, обладающих способностью относительно быстрого внедрения в практику, а также возрастающей значимостью связей научной организации с наукоемкими коммерческими компаниями, позволяющими научным учреждениям получать дополнительные доходы. Данная задача может быть решена с привлечением экспертного сообщества, что может оказаться затратным по времени и стоимости для небольших научных организаций, а также с использованием более доступных, объективных и прозрачных информетрических подходов, широко применимых к различным дисциплинам. С учетом открытости в рамках национальной подписки в российских научных учреждениях и вузах таких систем с многофункциональным аналитическим инструментарием, как Web of Science и Scopus, а также бесплатного доступа к отечественной базе РИНЦ, обозначенная задача представляется решаемой.
Настоящий проект направлен на разработку доступной к широкому использованию библиометрической модели выявления приоритетных научных направлений организации на основе информетрического исследования потока ее публикаций. В частности, в дополнение к традиционному анализу цитирования предлагается задействовать редко используемый метод контент-анализа и альтернативные метрики оценки научной продуктивности. Итогом использования разработанных в проекте библиометрических алгоритмов должно стать своевременное и точное выявление и последующее отслеживание тенденций развития различных научных областей, их рост или замедление, оценка собственного потенциала организации и возможностей конкурирующих структур.
