The humankind will not be able to live without hydrocarbons, a reliable and cheap energy source in the twenty-first century as well. Practically every model of sustainable development of the civilization is based on a necessity to increase energy consumption per capita. Oil, gas and coal, as energy sources, have been prevailing. The Russia's balance is much the same excluding a less share of coal.Russian economics depends undoubtedly on the condition of its mineral resource complex and a petroleum part of it in particular. Oil and gas resources make 50 % of 30 trillion dollars, a total potential mineral wealth of the country estimated. Petroleum industry of Russia today is: 20 % of all national industrial production, 29 % of the Federal budget income, 49 % of all national export, 12 major petroleum companies of vertical integration, 137 small companies, 42 joint ventures with foreign investors.Numerous concepts, scenarios and methods aimed at a future progress of both the national petroleum industry and particular regions of Russia have been actively worked out lately. "Energetic strategy of Russia for the time period up to 2020" has been elaborated and approved by the Government of the Russian Federation.The history of petroleum industry in various regions and countries as well as globally has shown that prospecting and exploration must not be stopped totally or for some period of time. It is even truer for Russia with its vast unexplored territories both on land and offshore and new promising formations. The Paleozoic basement of West Siberia should be paid a special attention to.The twenty-first century will demand also an effective utilization of available fields most of which are at the stage of positive profitable reserve exhaustion. A new development (additional development) technology for available oil and gas fields comprises three components, at least: a gentle or fluctuating development regime, rehabilitation of depleted pools, and fractal monitoring.Building a powerful petroleum industry for the benefit of Russia and all other nations is a task the State, Russian scientists, technicians and business men and foreign investors are facing, especially now with the spreading of the idea of globalizm. The principal Truth lies in the fact that the effectiveness of Man and Nature interaction may be increased infinitely by use of Knowledge, Labour and Capital.
